Preparedness (Operational Readiness)

The Preparedness phase includes planning, organizing, training, exercising, equipping, incorporating lessons learned, and educational activities for the impact of disasters and events that cannot be mitigated. The Preparedness phase occurs before an emergency occurs, but serves as an opportunity for continuous improvement. If the Preparedness phase is executed well, then the Response and Recovery phases will go much more efficiently.
