Targeted Client Sectors
Critical Infrastructure (CI) are sixteen (16) sectors defined by the U.S. Department of Homeland Security. These sectors, whose assets, systems, and networks, whether physical or virtual, are considered so vital to the United States that their incapacitation or destruction would have a debilitating effect on security, national economic security, national public health or safety, or any combination thereof. Presidential Policy Directive 21 (PPD-21): Critical Infrastructure Security and Resilience advances a national policy to strengthen and maintain secure, functioning, and resilient critical infrastructure.
In regard to annual disasters, in the last three (3) years prior to 2023, (2020-2022), the number of FEMA Disaster Declarations in the United States totaled 524. Keep in mind that there were many more disasters that failed to meet the FEMA disaster declaration criteria, and were managed to utilize state and local resources.
Key Resources (KR) are publicly or privately controlled resources essential to the minimal operations of the economy and government. These sectors, and the designated Sector-Specific Agencies (SSA’s) that has oversight, are listed below.

- Healthcare and Public Health – Department of Health and Human Services
- Information Technology – USDHS, Office of Cyber Security and Communications
- Nuclear Reactors, Materials and Waste – USDHS, Office of Infrastructure Protection
- Transportation Systems – Transportation Security Administration/U.S. Coast Guard
- Water and Wastewater Systems – Environmental Protection Agency
Each of these sectors can be impacted natural disasters ranging from hurricanes, tornados, earthquakes, wildfires, typhoons, tsunamis, flooding, ice storms, and thunderstorms, just to name a few.
They can also be impacted by manmade events, such as oil spills, chemical and refinery accidents, the accidental excavation of utility infrastructure, and train derailments, etc..
Unfortunately, we now live in a world where emergency management and security professionals need to have their teams prepared for malevolent acts, such as active shooter, vehicles being plowed into pedestrians, terrorist attacks from explosives, pipe bombs, bioterrorism, and cybercrimes, etc..

The Preparedness phase includes planning, organizing, training, exercising, equipping, incorporating lessons learned, and educational activities for the impact of disasters and events that cannot be mitigated.
Tactical Response & Deployment
The Response phase occurs immediately after a disaster or event impacts your organization or community.
Recovery of Operations
During the recovery period, restoration efforts occur concurrently with regular operations and activities. The recovery period from a disaster can be prolonged. The level of Preparedness and the ability to quickly Respond directly impacts the ability to Recover in an expeditious manner.
Mitigation projects and solutions
This phase includes actions taken to prevent or reduce the cause, impact, and consequences of disasters.

Facility Physical Security is the security measures that are designed and deployed to deny or deter unauthorized access to facilities, and serve as a critical component to the security of a facility.
